Wordpress Expert for site tweaks/customization

I need to hire a Wordpress EXPERT immediately to do various tweaks on our site. These include the following:
1) tweak for compatibility in iOS and Android. I need it to look perfect in all browsers and on all devices.
2) redo headers, content for SEO purposes on all site pages
3) add new pages, modify existing pages with content
4) modify plugins to best meet SEO and interactivity needs of site. I want you to be familiar with most/all Wordpress plugins so you can properly advise me as to what we should use, and why.
I'm happy to pay more for someone who knows what they are doing, and can modify php/html/xml to get our site to be how we want it to be. Please don't bid unless you are considered a Wordpress expert.
