Create a Wordpress Theme for an online course site

Hi, 2 friends and I are working on a project where we collect various courses from the internet on one website. We need a simple site with a couple of features.
We will provide you with a sketch of the layout and other important sections of our site, that you will replicate in a fully functional Wordpress theme as we pick you.
We need you to be able to make a video popup when you press on a link that will be added to our site. If you use specific codes, plugins, or anything alike, we need you to provide us with that, so we for example can update the site ourselves with video popups.
Our budget is between 100 and 200 dollars.
The sketch in the attached image, is the main template, or in other words, it's the home page of our site. We will discuss further details with you, about other pages as we begin the project.
Please provide us with your portfolio, as we don't wanna waste time on work that we wasn't looking for.
