Site is written in chat conversation between me and freelancer.
Payment structure is dependent on your scraping results.

Scraping for first 400 000 unique rows of user data: $500
After first payment: payment for every unique row of scraped user data is: $0,0009
First after showing us scraped data file in teamviewer we will add a milestone to project equal to the scraped user data and the compensation ($0,0009 for every unique row of scraped user data) and first when we receive file and the received file is OK we will release the milestone.
Data should be saved in a mysql and delivered in excel.
