geolocation - enter lat/long coordinates into mysql database

I have a simple php database, where I want to have the users co-ordinates entered into the db, user columns lat and long, and with simple text from a form. When the user submits the form I automatically want their coordinates entered into the database. However, geolocation does not always work on mobile browsers, so I want to use IP-address based geolocation. An example is based on [login to view URL]
However, when the form is submitted its tries to use geolocation, if that fails (or times out), then it automatically uses the IP-address based coordinates.
I have attached my php insert form. Currently I'm using freegeoip, however that is based on the server location, not the client's location. If you can use the example of [login to view URL] to allow for co-ordinates to be entered into the website, that would be great. Thanks.
