Make a Simple PHP Website with Offline Sync and Simple admin

I need a simple php website to record to record leads
the website will have fields for - name, email, phone, country and pincode.
The receptionist can manually add data into it and our agents can input data through another website link.
the receptionist can see the admin dashboard, the agents cannot.
the receptionist website needs to work offline and online. Means if the internet is not working see can do her normal task.
once the internet is back the data will be sync'ed with the server online.
