Webcam Image Extraction to Data Unit and Google Map Overlay

I am looking for the following to be completed.
1. Use a webcam image to extract Green, Orange or Red from multiple points on a street scene.
The Green / Orange / Red changes every minute as traffic lights change. Make this G/O/R data a single data unit to save.
2. Create a super fast database capable of storing up to 1M or more of these data units.
The database should have location (street), angle, direction, crossing name, lights name, GPS Coord etc and all required data to store and locate the GOR.
Upload this data on a webserver from the GOR image extraction engine and display nicely on a simple web interface.
3. Create an OVERLAY using Google Maps that shows a simple GOR dot on the location of the traffic light being extracted from Webcam.
4. You must sign NON-Disclosure with my company and all code and Intellectual Property remains the property of J TECH SOLUTIONS K.K. Japan.
