3-axis swivel arm for 10kg

I am in need of a skilled freelancer to create a 3-axis swivel arm for an industrial/manufacturing use. The ideal material for this project is aluminum. Although I do not have exact dimensions, I have general requirements that the freelancer must be able to work with to create a functional and reliable swivel arm. The ideal freelancer will have experience in creating similar projects and must have knowledge of the necessary materials and tools needed for the job.
Objective
A 3-axis swivel arm that facilitates angle adjustment for a C-shape device at around 10kg. One end of the arm would connect to the back of the device. The other end of the arm would connect to a cart. The arm should have the following features:
1. Rotation should provide all potential positions in 3-axis.
2. Provide balanced electronic force assistance so the adjustment is easy.
3. Provide a locking scheme so the device will not drift after locking.
4. The arm be as light as possible.
5. The arm be able to extend to 80cm from the cart.
6. Be ready for manufacture and is cost effective.
