Fix Issues with Telegram Rounds Bot

Need someone willing to help me fix a Telegram Rounds Bot. Have to be knowledgeable in how to program bots/Telegram/what a Telegram round is/Instagram and Heroku works.
Info:
I hired another freelancer to create me a Telegram bot. They did so successfully on Heroku, and it worked well, until recently it stopped working. The other freelancer promised they’d fix any issues with the bot after its creation, and they have failed to do so and refuse to respond to fixing it. Almost all chat commands work on the bot except for the rounds messages that are supposed to be sent out every 2 hours. Do not change any settings already in the bot except to fix the problems needed. Keep the rest of the settings the same.
What I need:
- Fix issue with bot not sending round messages
- Make bot be able to detect when a user has blocked another and not give warnings for not commenting/liking on a post by someone who’s blocked them
- Allow rounds to occur in a one on one chat instead of in a group chat
- When owner removes warning from a user, allow them to remove only 1 warning instead of all of their warnings.
- Stay in touch with me after bots completed to fix any issues it has (as the bots issues are your responsibility since you are the one fixing it).
