outline moving area in mp4 video in using swift

I have a video that was shot on a phone. I'm looking for code in swift that will take this video and outline the rapidly moving area for further processing. In the future I'd like to do this with the live stream from the iPhone camera but for now I'm working with just video files. I can provide a dropbox link to the two files. A still image showing the blurred moving area is attached.
This needs to be done in Swift.
The camera is not perfectly still, but is moving much slower than the area in the image.
