Tree Drop: Website & Mobile App

I'm looking for a developer or a development team that can build a scalable website and a complimentary cross platform mobile app for startup that delivers Christmas trees to consumers. There is a current iteration of the site however, it has performance issues and simply needs to be revamped.

Here is the potential scope of the project:
Frontend:
Customers should be able to choose a Christmas tree, manage orders, pay, schedule a delivery and pick up on the website as well as the complementary mobile app.
Backend:
As for the admins they should be able to manage orders, run promotional campaigns/codes, discount codes, manage delivers and pickups, and also manage staff, manage customers.
*** Another important feature should be the ability to geofence the service. Since we are currently operating on a small scale with the intention to expand to other locations, it is important that the admin be able to enter in zip/postal codes in which we offer service. That way we can limit the service availability based on where we can operate.
Technology Stack:
As far as the technology in which should be used I was thinking that the Django Framework for the backend and React JS/React Native for the frontend. The project should be able to scale and be able to grow as the business grows.
As far as time frame I would ideally want to be able to launch the project in October of this year.
