WHMCS Hook to create a ticket upon receiving certain orders

Dear Freelancer,
I need a WHMCS Hook that can automatically open a ticket upon activating an order (or on a successful payment).
The Hook will only send an email under a certain circumstances correlated to the configurable options set.
A client order a VPS with a 'selective' Panel of Cpanel, then the Hook should send open a ticket.
For example:

Configurable Option | Configurable Entry
Panel | None
Panel | Cpanel
Panel | Plesk
If a client choose None, then no ticket will be opened.
If a client choose Cpanel or Plesk (other than None), then a ticket will be crated containing:
"Your order has been received and with a status of pending. You'll receive another update once your Cpanel is activated"
