Hello, I'm looking for a simple desktop application that does some audio processing and file IO

I'm looking for a program that can go through an audio file from the start and:

find when audio starts(volume > silence_threshold), record start time

find when audio ends(volume <= silence_threshold for X Duration seconds), record end time, and repeat for all segments.

This will output the segments into a text file. Format doesn't really matter, JSON would be good or just raw text

So the outputted text file could look something like

Segment1: Start: x End: y

...

etc.

The program needs a simple window that pops up where you can input :

Silence_Threshold(db volume level that is detected as silence)

Start_Offset(start time will be start_time - Start_Offset)

Silence_Duration(end_time will be recorded once loudness is <= Silence_Threshold for Silence_Duration seconds)

And then of course a file picker to choose both the Input audio file and the output file location
