Vb.Net - WPF Splash Screen for Click-Once Windows Application

I'm looking for someone you can develop a Splash Screen to replace the default window that appears while launching a Click-Once Windows application

This Splash Screen should be a WPF window (although the rest of the app is a Windows Forms app) written in Vb.Net (Visual Studio 2010).

This Splash Screen should be able to display a progress bar to show the time remaining until the main app actually shows up (similar to what the default click-once apps do) and also show a Logo with some kind of simple animation (growing and shrinking).

Deliverables:

Code written in Vb.Net (Visual Studio 2010) with instructions on how to add this new Splash Screen to an existing Windows DotNet app.

If the strategy is to use a secondary thread (BackgroundWorker) to launch this Splash Screen (preferred option), I also need the few lines of code to initiate the main and secondary thread from the Main Sub within the existing app.
