Write an Education Application in Xamarin

I need you to write an application in Xamarin, which must be compatible to get build for any platform (Android, iPhone & Windows PC), which will be used for practice questions for students.
I needed code file in Xamarin from you, so this code file can give me the build of Android or iPhone or Windows PC, which ever i wanted.
You'll be provided the database with which you can connect this app.
In this app, you'll have to provide 3 facilities;
1. Browse LOS: with this, student can practice questions as Chapter in respective order.
2. Prepare Test: with this, students can select topics of their choice or chapters of their choice to get practice in the study.
the data will be stored in the device regarding student's performance in test.
the developer i need must be an expert of Xamarin and must be able to get the build of any platform from Xamarin, i.e., Android, Iphone & Windows PC.
