Automatic import of text file into mySQL table

I am building a WordPress website for a recruitment agency. They have an internal system that exports a text file ([login to view URL]) by FTP to a location on the web server. The file contains a number of fields separated by pipes (|).
I need the contents of this text file to be imported into a WordPress mySQL database table *as soon* as the file lands on the server. Each time a new file hits the server (a file of the same name overwrites the existing one) the old table should be truncated and the new information inserted.
As well as this importation process, a new table must be created called wp_jobs, using the relevant data types to store the information. The names of the columns required are:
• JobID
• SysKey
• Job_Title
• Consultant
• Consultant_Email
• Job_Location
• Job_Term
• DisplayRate
• HoursPW
• Category
• Job_Description
• StartDate
• EndDate
• ContractDuration
• Salary
• HourlyRate
• Area
• International
* An example of the text file is attached.
* I am using Bluehost for web hosting and cpanel access will be granted to the winning bid.
