Permanent Web Designer Wanted

We are an internet based ecommerce solutions provider that deals with all types of web projects, including design, ecommerce and custom programming.
We are looking for a professional and creative web designer as a permanent "full time" contractor. We prefer to work with an individual that has an interest in dedicating most of their resources for a permanent fixed cost on a monthly basis.
Specifics for this partner should be:
1) Willing to work 8 hours per day 6 days per week exclusive to our company. This time will be reserved specifically for our company and dedicated to our projects only. You must start at a time (you choose) and end 8 hours later working on our projects only and be available by IM any time during this time. This is critical to being considered. PLEASE BID ACCORDINGLY for your FEE per month based on this schedule.
2) Should have several years experience in Flash, Web Design, Graphics Design and Illustration - and the portfolio to demonstrate this.
3) All copyrights for works you create remain in the company name for the work.
4) Provide portfolio demonstrating your work specifically.
5) YOU MUST BE WILLING TO DO A GRAPHICS/DESIGN TEST. We have been let down unfortunately from individuals who showed portfolios, but when it came time to do the work, were not as graphically creative as it appeared, as they did not do the original work, or they only did a part of the original work. As a result, I have attached a file that has 4 short graphics tests that you must do that will demonstrate your seriousness about the position and your creative abilities. The tests must be returned in a zip file via PM within 48 hours of your post. This time frame will also be considered as a demonstration of what you can create in a specified time period.
6) We are looking for someone based in India, Russia, Eastern Europe to be in line with our schedule based in east africa.

Please post your bid to be your monthly rate based on the above which will be payable bi-weekly via PayPal or remit2india. Budget for this position is between 300-700 USD per month, depending on skills and the quality of the results of the test. Your bid should be along the lines of industry rate for a full time designer with 3-6 years experience based out of India, Russia or Eastern Europe.
