this is basically a two part project and most fo part two is already been done in sample programs attached. i am looking for a program thatr will read market orders that get placed in an email in the localhost and then handle the data in the email and submit it to an API.
part 1.
i am looking for the development of a small program that will read the localhost (or another) port and read, parse the text in an email message. This program must be able to able to read the localhost contantly and handle it as soon as it occurs.
Part two
the second part of this program is more complex. it will be to parse the data in the email and then submit it via API to an trade server. this would involve re-arranging the data in the correct format and making sure the order is accepted.
i have sample VB, C and excel code for the developer as well as many other code snipits and instructions although the process is quite simplisitic.

in additional to below, the coder must be able to develop the application in steps. the first part will be the application to read the local host (or other port)
A program that continuously reads the localhost or other port and when an email message occurs handles this by parsing the data and then submitting it to an API or other electronic front end. This may involve the coder writing an application to log into this electronically, i am not sure.
the objective of the program is to read a investment order that woudl come in an email, in text format and handle the text and submit the order
The program must have a small user interface which would allow me to specify a muliplier for lot size. this muliplier would then multiply the the lot size figure that comes in the email when it is submitted. The program will also need to have a sysmbol conversion table. This table will convert the symbol that comes in the email into the correct format for the API.
i will also have a few other minor requirement that may occur during the development.
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
