PHP Cart with admin tool

Main goal to clean up and improve the back end of existing cart so it runs smooth and is easy to update in the future. We will be starting from scratch. We will be expanding the code to incorporate some new features, changing the layout of the site, adding a database and WYSIWYG admin interface.
Details:
1.) DB ??" We will build a custom data base to manage all the content for this site. All product information will be pulled from the catalog and organized. ((Excel file with all cart content will be completed and provided by client))
2.) Admin Tool ??" This back end admin tool will allow you to access to the database to make updates saving time and money in the future. You will be able to add or remove items, change, update or remove certain sizes, fabric colors based on your availability. This admin interface will also collect and store payment information securely on the server to be retrieved as needed. You will still receive the order info via email.
3.) Cart ??" A new shopping cart will be installed to work with the custom database and the admin user interface.
4.) Images ??" All product images will be pulled from the catalog and optimized and size for the thumbnails and full size views. ((This will be completed and provided by the client))
CATEGORIES -
The dress roll-overs will stay in place for each product where there is a front and back view of the item.
5.) Couture (27 styles) - Sewn to order dresses that will offer sleeve options with different style numbers. Store credit only returns. 6.) Qwik Ships (17 styles) - Production dresses that are offered "in stock"

7.) Shipping ??" We will update shipping rules adding in the necessary check boxes required to ensure that viewer is aware of the shipping rules and return policies depending of the dress or dresses selected.
## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
