site cleanup and database work

** Please read this entire request before making a bid. Highly motivated to use a programmer who is in the US or Canada and that is available by phone.
I am looking for a programmer to make a few simple adjustments to some forms and database, and also clean up some areas of the site to make it more appealing to visitors.
There is not alot of work involved but it will take someone who has experience with php/mysql. IDEALLY I want to find a programmer who will do this for $165.00, with $149.00 of that amount being bartered advertising services on the site they are working on.
The site is somewhat of an advertising business directory and accepts data input by users (either paid and non-paid) and then displays it based on search criteria.
The specific work needed includes:
1.) Reveiwing the current data input system and determining if it is the most effective way of getting data into the database. There is one particular issue that needs to be addressed and it may be a very simple fix... but not sure.
2.) Adding a selectable field to the data input system, including displaying the selected information on a couple of results pages.
3.) Fixing one data input section so that when someone types the return key on their keyboard it displays it the same way on the results page. (Right now I have to put in html code to make line breaks and paragraphs and it needs to be automatic)
4.) Ensuring that the process of signing up as a paid advertiser or free user is complete and seamless and all of the information gets where it needs to be.
5.) Setup an affilliate program (optional)
6.) Provide input on how to increase the scope of use and value to web visitors based on the functionality of the site.
Additionally I will pay between $20.00 and $50.00 for each paid advertiser that programmer refers to the site.
## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
