custom header / iframe

I would like to find out if there is any existing script that will allow us to create custom headers that appear over pages on other sites... or what it would cost to get this developed This is for a sponsorship program for a non-profit. I think this is called an iframe? Right now we have a system where people can select a topic link and get taken to a specific website for that topic. We want to make it so that when they go to that site.. a header (or banner) appears above it saying something like.. this search sponsored by so and so... with their picture and contact info. Ideally we would like to find something that allows this to be generated automatically by the sponsor filling out some info fields. hope that makes sense.
