Trying one last time to complete Bikini Model Contest

We are trying to finish this Bikini Contest website which will be a template for all countries. It has functionality of voting and having a powerful Admin and backend with various ways to set up and control the Contest week after week until a Contestant has won the most votes. Plus, we want some functions for Contestants and Judges to get together for a fee ideally. I have a big investor that once this is done, he is looking at putting big money behind it. Also, there are other projects behind this one. I do not have a lot of money cuz the previous supposed web designer has wasted all my money and now is extorting me for $100's of dollars to finish it. It is not even on my server yet. All I have is a video. I have some PSD files but really need someone to take what I have done and make it even better. Design wise, functionality wise and make suggestions. Again, this could be big for the right Freelancer. If you are only interested in a big fee for this, please move on. I am looking for someone to work with me on payments and to get it to show to my investors, which, upon funding, I will really make you some money! I have about $100 per week, but will pay a nice payment if you can complete it.
