Need to retarget a .GLB avatar to an .fbx animation

We have an .GLB avatar that was originally rigged for animation. But we have created some extra layers for clothing which may have hidden the rigged joints.

We have an animation of a skeleton in .FBX file. We want to rig the avatar such that it is able to move along the animations in the .FBX file.
