Design an app that will receive info from a server (JSON) and show a formatted image in a Raspberry screen using TK

We need an app that will check GPIO status of the RPI constantly, and according to the status will send JSON messages to a server in X seconds interval.

Two cards need designed Card 1 Capabilities - DC voltage measurement from 0-100v -connection for thermistor to read temperature of object -connection for high temperature switch - the signals above must be processed and available to transmit via Modbus TCP to a PLC. - must have 2 port switch built into board so next board can daisy chain to it - board to be Poe powered - IP address to be selectable from dip switch Card 2: - amperage measurement from a shunt. - voltage sensing circuit for 0-1000v DV - must have same modbus capabilities and network switch as board #1 More details to follow once project is awarded.

I have downloaded a few sample C codes to transfer data between my Raspberry Pi 400, and W25Q64FV SPI EEPROM. One program is of ioctl, and another using pigpio library. But none of them are working. I can see the data being transmitted from the Raspberry for Write, but I can't understand how to read. I would prefer fixing the ioctl program. I am attaching all files for reference, including the datasheet. I wan to able be able to send instructions to the EEPROM, and read the results. For e.g., device id.
