Without knowing too much about the design if you want it designed in 3D I would take a change that $250 will cover my design time. I have my own seat of SolidWorks and can produce a 3D model for you that you can have 3D printed. I have 20+ years modeling parts in 3D made form a variety of materials including plastic and rubber.
