Company Newsletter conversion to html from MS Publisher

We are looking for a designer to convert our company newsletter from a microsoft publisher .pub format to an .html/.aspx format that would fit seemlessly into our current website. Our current website pages can be used as a template, and we want the pages to be similar to the publisher pages, including background images/etc. Our website is all asp.net and runs on IIS 7 on Windows Srv 2008R2. A whole new layout for the newsletter would be acceptable if that is easier to do and would save time, but must include page navigation within the newsletter pages, and again it must be fitted into the current website structure/layout. We would require that a template would be created so that we could use it in designing future monthly newsletters and posting them.
