I would like an application built cross-platform using PhoneGap using [login to view URL] and whatever framework is preferred (angular.js if possible). The application's purpose is for chat, and it will have multi users. The users will be able to login, but are only limited to talk to one person, the "dispatcher." The dispatcher will have different permissions compared to the users, they will be able to talk to any user logged into the application. Timestamps should be on every message, formatted as YYYY-MM-DD | HH:MM AM/PM More information if needed will be provided in chat.
