Hi there, I have extensive experience developing android apps and would have no trouble building what you have described within a few days. I can build you an app that shows pictures you have chosen on the devices you select. All this will be controlled from an admin website I will set up for you with the functionality to login (for security), add new pictures, set timers for picture rotation (optional).
