We have animators who are good at animating, in Adobe Edge, however we mainly lack technical understanding of how banners are exported for different publishers in terms of e.g. adding meta tags to HTML output, ensuring that static files (i.e. jQuery) are loaded locally and not from web, clicktags, etc. In general just someone who understands Edge banners and how to set them up for web-publishing.
