Bulk Emailer Needed

We need a bulk emailer (will be using our own list) to send to 1.5 million. The entire process should take 3 to five days' time from the date that the contract has been awarded. The contractor also needs to use dynamic IPs, include opt-outs in the swipe that we provide, and have a high per day capacity. An end run report and a list of the opt-ins. We have a much bigger and larger list that we plan to use in the near future and will favor working again with someone who is flexible and communicates well with our needs on this project.
