dialer in Italy

We have a dialer programmed that seems to have problems in Italy. We seek an Italian programmer, that can change in the sourcecode (programmed in C) and test it in Italy and solve the problem why so few people can get through in Italy. We have a very programmer that has done a good work so far situated in Ukraine with whom you will be able to do some teamworking if neccessary.
