You should have these skills: reverse engineering, evaluating and cloning Network protocols, c/c++ or any other language you prefer to use. Does what you required is a solution to has CS be able to be played on internet, originally it is played in a LAN? If that is true, I have experience on this and can help you. But the total solution is quite complex, I don't know which part you want, so please ignore the bidding money and time. thanks.
