Application to check informaton on time bases

I need a small program that read information from an existing Excel files and test if the expiration dates of the goods listed in the file is due or not. The test should be done 1 -2 per day and, in case an expired information is found, then an email should be sent to the person listed in the same row where the good is written. The application must run in the icon tray of Win7 or WinXp or, if this is an existing possibility, into a web server. Thanks
