c# programming: convert two new layouts into two already existing windows, a few additional new functions and software protections by serial number

I need a c# programmer to redesign and extend some functions of an existing and well-functioning small c# programme, plus additional software protection to bring the product to the market. The purpose of the already existing and fine working programme is manual trading binary options on several broker platforms. 1. Graphical redesign of two simple looking web pages. The full new design, how the new web pages layout has to look, I have created on two powerpoint slides to change the existing c# programme. 2. Additional functions. A small context diagram plus a process chart is available that you can easily understand the existing programme, as well as the new needed functions which are: a) A new tick box "I have read and agreed to the Terms & Conditions" to unblock the programme. b) A new link to display "Terms & Conditions" on the web. c) Modify and extend some existing links by a few new buttons which have to be added to one web page. 3. Application protection. a) Requesting a serial number and full name by starting the programme after installation. The name of the user has to be displayed on the web pages (License for: "first name last name"). I need a good idea how to protect the software by generating a serial number (e.g. by using freeware tools), providing the key by email and hiding/protecting it on the installed software. The work includes programming, testing, debugging, etc. until all documented functions are running error-free. I keep the copyright and get the full software code.
