This application will be for a Conditional Use Permit, to be able to sell off sale beer at a market. Dear Sir, After going through the pdf, and the project description, it seems to me that you want an application which would generate the pdf as an output after taking all the conditions as given in the pdf including multiple pages if there are more than one owner of the land / property. I would suggest a windows application if it is to be used by you or select number of users. However if you wish to offer this application as a service to general users or more than 10 number of users, my choice would be web based application. I propose Microsoft.net with SQL Server as backend. I have 14 years of experience in software development and have done number of projects for Indian companies including compliance, BFSI and ISO certifications which are based on similar rules and output is pdf based.
