Design an X-Files t-shirt to sell on Redbubble. . .

I'm wanting to do a t-shirt of the Syndicate from The X-Files, the shadow government secretly in league with the aliens in their quest to colonize the planet. I want to be able to upload this design to the website Redbubble. I have never designed anything for Redbubble, so I don't know what their requirements are as far as size or anything like that. Keep in mind whatever design you come up with will have to be compatible with Redbubble. That is important I'm attaching a shot of the Syndicate I'm wanting used for the design. I'm not sure there's enough resolution in that particular image so you might have to go and get an actual screen shot from the episode itself. It's from an episode called Piper Maru. As far as the image itself, if you notice in the foreground on the far left, you'll see the outline of the back of some guy's head. I want him removed. Once he's removed, there'll be a guy with gray hair sitting in a wingback chair. Because the guy in the foreground's been removed, the gray haired man's shoulder will now have to be reconstructed, as well as the side of the chair. (If you notice, I'm including another screenshot for reference in which you can see the chairs a little more clearly.) John Neville as the Well-Manicured Man is in another wingback chair on the far right. Looks like you'll have to reconstruct the side of his chair too. I want the image to be all in black, a pen and ink style which can be overlaid on any color and yet still be identifiable as that image. I'm including a few references to what I'm talking about. One's called Doctor's Eleven, while the others show pictures of David Tennant as Doctor Who. I want the background removed from the image, except for the windows and the drapes and the blinds on the far right. I also want the haze and the sunlight streaming through the blinds incorporated as well. This is a very important aspect of this design. Without those blinds and the haze and without those men standing in the shadows, it won't be immediately recognizable as the Syndicate. And if they're not immediately recognizable as the Syndicate, the t-shirt won't work. The most important thing in the design are going to be the figures in the room, the windows and the blinds, and the light shining through them. I'm not concerned so much about seeing every feature on every face. I'm more interested in an impressionistic image, with the occasional highlight giving you the idea of what they look like, even if they're not shown outright. Below the image I want it to say, "46th St. New York." And below that, "Est. 1973." I'm thinking of those Motivation posters you see everywhere when I think of what I want it to look like. (I went ahead and included a few for reference.) Please keep in mind that that's more of a vague idea than it is an ironclad directive. The main thing about the lettering is that I don't want it to be too ostentatious, I want it to be subtle. I'm not sure which font should be used or how exactly it should look. Whatever you think's best. As for the size of the image, I don't want it real big. I just want it centered along the breast line, leaving the rest of the shirt empty. I see a lot of designs I like, but that are just way too big, and I don't want that for this t-shirt. This is the first time I've attempted anything like this and hope it won't be the last.
