Create a Wordpress Template

Hi, i'm looking for create a Simple Template (with responsive) for a multiservice site. This multiservice is (locksmits, plumbers, carpinters...) Here will be 3 different zones [Huesca, Zaragoza, Teruel] Inside each zone will appear a select of the city and service what you are looking for. The home page will be great and fast to see what we offer. In the right sidebar will appear the call telephone (976 222 333) And other things like a "Job with Us" The header is... imagine span12 ---> span3 [logo] , span7 [website name (an image), span3 [litte vertical nav menu] (Index, About Us, Contact, Job With Us) after this, the navbar (span4 x 3) [Huesca, Zaragoza, Teruel] big and super-easy for read. after this the main page span8 content, a boxes of the services what we offer span4 (sidebar). and finally a elegant footer. We are looking for a fast template, simple, ellegant and great. Only people who can do this in max 3 days for cheap price.
