Build a Website / Rafflesite

This is what I want. please tell me if you can do it. This is a page for vapes and vape accessories. The main idea of the website is people go to it, find the raffle they want to enter, click the "x" amount of "spots" they want in the raffle>hit accept>go to a payment method to pay for each "spot". I'd like to be able to add new raffles and manage the amount of "spots" that are in each one as well as the price of each. I'd prefer payment methods that run to a paypal or google wallet I'd like a way where people go to the page and there are a few different tabs. 1. raffle tab 2. community tab 3. contact tab 4. "deals for days" tab (Raffle tab will be home page) community tab will be where anyone can post pictures/videos/posts of their vapemail or their vapes and builds. Contact tab will have my contact info and a form where they can fill out their info and a question which will be e-mailed to me. "deals for days" tab will be where I post a picture of an item with a price and details. then whoever gets to it first can buy it. When they purchase, I will obviously need a address/phone number/etc. so I'll need some way of getting that. Please let me know what is possible in my price range, thanks. ($150ish)
