Bypass frames/iframes for open an Ajax dialog/modal

I'm making an Ajax dialog/modal with jQuery and javascript jQuery is called by createElement('script') But frames/iframe are blocking the dialog/modal, If I remove the frames lines, the dialog open perfect. I need a method for open dialog yes or yes in any sites and overcome all div in site that dialog is opening. I want say, dont matter which website that I will open dialog, I need dialog will be in top front of all content of the site. I attached source codes.
