CPA lead generation for Alibaba (simple 1 page submit) US!

I need a partner to find valid and real leads for alibaba (the international trading website). The leads must be from the US only. No CC is needed, simple 1 page submit and email confirmation. I will pay $0.50 per lead. Lets start with 50 leads first and if they are good, I will hire you full time with a goal of getting around 400 sign ups with small bonus of 50% for reaching goal.
