I need a Buffalo in jpg and illustrator format similar to the one found at this link: [login to view URL] Colors are red black and gray. He needs to look tough and like a comic book hero. No sports equipment needs to be added. Needs to be able to fit in a rectangular banner. I will give banner dimension specs later. I don't want this to cost more than $10 US.

alas your woefully inadequate budget rather embarrasses you. Professional designers are hardly going to be able to put much thought and effort other than doing the most basic slash and bash artwork for such unrealistic terms. (alas no freebies here, too many bad risk folk about not worth bothering with) Tired of lowball, dyslexic slash and bash clip art efforts that make your company look like a third world bazaar? Losing market share and profitability because customers perceive your company is a bottom end, cheap operation with inadequate communication skills? Perhaps it is time to be a bit more realistic about how you use your budget...
