Convert Windows .NET app to Android app

Convert existing Windows .NET WPF application to Android application. It's a simple attendance application with 5 very simple screens. It must be capable of running on all Android 4.0+ tablets. It communicates with remote MS SQL Server to read and store data. Together with conversion, you should add there automatic silent taking of photos, when the user uses the terminal for recording his attendance records. The photos should be stored in the same database together with the attendance records. The app must also use ODBC, JDBC or any other database-independent protocol for communicating with the database, so that we can later switch from SQL Server to another DB engine without rewriting the application. Also, the winner must commit to the following rules BEFORE accepting his bid: 1) the winner must be able to start IMMEDIATELY and be available for chat on GMail or Skype during the specified hours (to be agreed when the project starts), at least 2 hours per day 2) the work must be finished on time 3) the penalty when not finishing the work on time is 50 USD for each late day 4) the winner must communicate with me every day - if you don't do it, and don't communicate with me for more than 3 days, I take it as a lost interest into this project from your side and therefore the project will be immediately cancelled 5) the winner must upload screenshots for me each day, so that I can see and track the progress - even if the changes aren't working 100% yet 6) partially finished project on deadline = unfinished project If you have read this description, please include the sentence "I carefully read the description for the project, and agree to the rules mentioned in the project description" into your bid.
