App for Iphone - Chat

Want someone that can write an Iphone Chat-application. The idea is a application that allows users to that chat with other users that is in the surrounding area. Therefore that application need to located they users throw GPS in a specific area and connect them with each other. Users should also be able to create own chat rooms and such, e.g. "Subway green line" and restricted the rooms to users that is in a certain area. More details when signing a NDA.
