Call phone and play message using text to speech

I have experience with a similar Android app of my own called Important Call, seen here: [login to view URL] You can look into it's details, but in short, it worked with missed calls and texts, so I feel comfortable in the realm of this project's needs. The only reason I chose 30 days was because I would be doing this as a side project, and couldn't devote as much time to it if it were my primary focus. I can budge on that time frame if a deadline needs to be met.
