ASP.net MVC4 C# -- small tweaks

Please review the below “Needed Fixes” section and let me know how much it will cost and what you plan to do on step #4. ** sample CODE attached I will then post the existing APP and MSSQL database. Current Steps 1. user clicks “CheckALL” to check all boxes 2. user unchecks boxes they don’t want 3. user clicks below [login to view URL] SUBMIT 4. which runs below [login to view URL] 5. which passes blank ID to "[login to view URL](maint_work_req).State = [login to view URL];" causing NO record to update Needed Fixes 1. setup “CheckALL” function  checks all boxes 2. setup [login to view URL] so it does a LOOP update on all checked items, just updating maint_work_req.BillingDate= [login to view URL];, nothing else 3. screen refreshes, running public ActionResult CloseAll() again after above LOOP is complete, showing that is remaining 4. setup attached [login to view URL] logic as an partial view so I can do @[login to view URL]("BilledHours") on any VIEW page or let me know what you plan to use
