asp.net v2 feature add-ons needed

we need someone that is able to work with asp.net v2 visual basic 2005 using mysql database to add a comments section to our existing asp.net project, the admin section needs to allow moderators to be added/removed to each establishment multiple moderators may be allocated to a establishment. once the moderator/s have been added once they log in they can approve comments left my members the member can edit a comment once it has been posted, but they then need to be re-approved, when a member posts it records there ip and date and time the post was made the admin section can also allow the administrator to approve comments, this will help if the moderator is busy or there is no moderator assigned to the establishment 5 comments will be listed in the approriate page with a more option to expand to a page showing comments for that establishment a feature will also be added to allow members to upload photos in similar way to the comments section, so once comments code is done it could be modified for the photo upload feature! we also require a few bug fixes and slight modifications to existing code also! we must retain all copyright for our code ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law.
