asp.net timer control

I require an asp.net timer control (a dropdown box). Within the drop down box I would like listed: 1 to 60 seconds. If the control is put on an asp.net page this control should allow the user to select the number of seconds for the page to refresh (refresh not reload). That's it! Please note that I can currently do this with a meta post back, however this does not work for me because it reloads the page, which means that although I have 'SmartNavigation' set to true, the page reloads therefore the screen flashes\refreshes every time. My main objective from this project is to get a timer on an asp.net page that allows the page to refresh without screen flashes. If you can think of a better way than this timer then please suggest this aswell.
