clone of aspupload-component for PHP

I need an exact clone of the aspupload-component (see it here: [login to view URL]) for PHP, either written in Delphi, C++ or VC++, maybe also Java. Please do NOT bid for a pure php-script, that is not what I want! I need a component (ActiveX,COM+,DLL etc.??) which can be accessed and used by PHP, exactly like the [login to view URL] can be accessed by ASP. It must run both on Win32(IIS etc.) and Unix/Linux(Apache).
