Convert Chinese Characters To 'Double Byte'

hi! i need a Function/Component/etc that will let me pass chinese characters to it and display as Double Byte value on a Msgbox. eg - Msgbox [login to view URL] & vbcrlf & ConvertChineseToDoubleByte([login to view URL]) I am not sure if its call Double Byte, but heres an example - '[login to view URL]' When you click on the link above, you'll see theres a chinese character on the search textbox on Google. And this is the value Google convert it to - '%E4%BA%BA' Thats the value i need. When the conversion is correct, Google will dispaly them correctly note - - It will need to accept any length of characters and not just a single like the example above - It should also work when user supply it with non Chinese words.
