ABMSJ Web site

The web site is a business consulting site for small businesses. The site has two services it offers; a library of articles that must be maintained, and these articles are sold to visitors; and secondly, a business plan review process where visitors pay to upload their business plan in MS-Word format; we review the business plan and return via email with our comments. The submitter can then make additional changes and pay each time they want it reviewed. The site was initially developed on Joomla CMS s(75% complete) but two freelance developers have botched the project so poorly that I am willing to have it restarted and redeveloped in PHP if that is cheaper, faster and more reliable. This project is 13 months old with no finished product.
