City Website with Content Mgt.

Please see the attached PDF that explains the organization of this Municipal website. Also, please see the second page that describes the content management needed. I think this would be a perfect application for Joomla. But if you have some other ideas or recommendations please explain. We will be providing all the graphic design, and will deliver the basic HTML of the pages. We just need a developer who will help us with the Content Management part. Please let me know what you think. I would prefer to keep this on PHP/MySQL platform.
